There was a motion to accept the minutes of the February 24th meeting with two corrections.  The motion was seconded and accepted with a vote of 5-0-0.

Mr. Nick Alfieri’s Agent’s Report has been appended to the minutes.

16 Vine Street
Ms. Patricia Torizzo, homeowner of 16 Vine Street, appeared at tonight’s meeting to request a minor modification to her approved plan and Orders of Conditions.

Ms. Torizzo presented a letter along with a plan depicting the proposed changes and gave the Commission a brief overview of these revisions.  This plan has been added to the file.  These changes would result is less of a disturbance to the riverfront and resource area of 760 sq. ft. less than original approval.

There was a motion to accept the modifications depicted on the plan and the letter included with the March 8th, 2011 Conservation Commission Agent’s Report as an amendment to the approved Orders of Conditions.  The motion was seconded and accepted with a vote of 5-0-0.





Public Hearing – Request for Determination – Lot 13/39 Opal Circle – Steven Narducci
Mr. Russ Waldron, representative of Applied Ecological Sciences, and Mr. Steven Narducci, the applicant, both appeared before the Commission for tree removal and minor grading work.

Mr. Waldron gave the Commission members an overview of the plans for the proposed work.

The Commission members inquired what is the number of trees to be cut.  Mr. Waldron stated that it is unknown at this time.

The Commission Chairman informed the applicant of 7 comments to be addressed in this RFD filing which are listed in Mr. Alfieri’s Agent’s Report.

The Commission will conduct a site walk of the property on Sunday, March 20th at 10 a.m.

There was a motion to continue the public hearing for Lot 13/39 Opal Circle until the March 24th meeting.  The motion was seconded and accepted with a vote of 5-0-0.


Public Hearing – Notice of Intent – 112 Populatic Street – Clancy – CE159-1012
Mr. Bill Halsing, Engineer of Land Planning, and Mr. Paul Clancy, the applicant, both appeared before the Commission for the construction of a single-family house.

Mr. Halsing gave an overview of the plans for the Commission’s review.  The plans will include a rain garden located on the site to catch the driveway runoff.  A compost sock will be placed around the area of construction.  There is an oak tree to be planted in the rear of the site for mitigation.  

The Commission Chairman informed the applicant of 8 comments to be addressed in this Notice of Intent filing which are listed in Mr. Alfieri’s Agent’s Report

The Chairman also read a letter from Mr. William Yadisernia, Town Engineer, regarding this project and this has been added to the Conservation file.

The Commission will conduct a site walk of the property on Sunday, March 20th at 11 a.m.

There was a motion to continue the public hearing for 112 Populatic Street until the March 24th meeting.  The motion was seconded and accepted with a vote of 5-0-0.


Continued - Public Hearing – Notice of Intent - 505 West Central Street - Daddario - CE159-1009
Mr. Donald Nielsen, Engineer of Guerriere & Halnon, and Mr. Jim Daddario, the applicant, both appeared before the Commission for the construction of a building for Taco Bell & Wendy’s with an unknown medical or retail use.





Mr. Neilsen submitted a final set of revised plans for the Commission’s review and stated that there were some minor changes made since the last meeting.  He gave the Commission a brief overview of these revisions.

Mr. Nielsen requested that the Commission close the public hearing and issue the Orders of Conditions at tonight’s meeting.  Mr. Nielsen also informed the Commission that if changes are required to the plan after Planning Board approval, he will then file for an Amended Order of Conditions.

The Commission Chairman informed the applicant that Mr. Alfieri has prepared some proposed special conditions for the Commission’s consideration.  A discussion ensued with the applicant and Commission members regarding these conditions.

There was a motion to close the public hearing for 505 West Central Street.  The motion was seconded and accepted with a vote of 4-1-0; 4 Yes, 1 No, 0 Abstentions.

There was a motion to issue State and Local Orders of Conditions for 505 West Central Street with 65 special conditions as discussed.  The motion was seconded and accepted with a vote of 5-0-0.


Continued - Public Hearing – Notice of Intent – Lockewood Drive Detention Pond – Town of Franklin DPW - CE159-1011
The Commission Chairman stated that a letter has been received from Mr. William Yadisernia, Town Engineer and applicant, requesting to continue the public hearing until April 21st.  

There was a motion to continue the public hearing for Lockewood Drive until the scheduled meeting on April 21st.  The motion was seconded and accepted with a vote of 4-0-1; 4 Yes, 0 No, 1 Abstention.

There was a motion to adjourn.  The motion was seconded and accepted with a vote of 5-0-0.
